  • Wingate HOA dues are not mandatory because Wingate’s founding covenants, which are still in existence today, required neither a homeowners association, nor mandatory membership in such an association. The HOA was created by Wingate homeowners for the purpose of maintaining the unique and livable nature of Wingate, in part by ensuring the covenants are recognized and honored by homeowners and prospective homeowners.

  • Speed limits are enforced by the Snohomish County Sheriff’s office. Repeat offenders can be reported and speed patrols can be requested by calling Snohomish County Sheriff's Office at (425) 407-3999. Complaints can be filed (with or without a license plate number) online at https://www.snohomishcountywa.gov/FormCenter/Sheriff-4/Parking-and-Traffic-Complaints-543.

    Installation of “speed bumps” and/or other traffic calming devices in Wingate is a complicated issue and our request is currently being reviewed by the Snohomish County Public Works Department.

  • No. Wingate roads are public and are maintained by Snohomish County. To request road maintenance or plowing please see these references:

  • According to Snohomish County Public Works the roads are for the public and maintained by the public and therefore they may not be gated.

  • Parking is prohibited on the designated walking paths outlined by a thick white line. These are to be treated with the same rules as sidewalks or bike paths.

    Parking on the side of the roadway is discouraged. Please keep all vehicles, trucks, trailers, RVs, boats, and all other personal owned equipment consistently parked on your property in order to uphold Wingate covenants and support our neighborhood aesthetics.

  • The roads in our neighborhood are under the jurisdiction of Snohomish County. To report abandoned and undesirable cars with expired tabs parked along the street, or overnight RV campers, please call Snohomish County Sheriff's Office at (425) 407-3999. For chronic or long-term parking violations, please file an online complaint at https://www.snohomishcountywa.gov/FormCenter/Sheriff-4/Parking-and-Traffic-Complaints-543 to request investigation.

  • Here in Wingate we desire to maintain a community of goodwill between neighbors. When a neighborhood disturbance or dispute arises, affected neighbors are encouraged to speak directly with supposedly offending neighbors. In most cases, an amicable agreement is achieved.

    If a resolution cannot be reached and the issue persists, please file a complaint with the HOA by emailing WingateHOA@gmail.com and the board will do their best to help mediate the situation.

  • According to the Wingate covenants and easement rules, all Wingate trails are the joint responsibility of adjacent homeowners. The trails are to be maintained regularly in order to remain accessible to everyone. Please reference your division covenants for more information. Groups of neighbors will periodically organize trail maintenance work parties where volunteers are invited to come together and help homeowners maintain the trails that we all enjoy. If you are unable to maintain the trail adjacent to your property and would like to ask neighbors for assistance, please make a post on our Wingate Facebook Page or send an email to WingateHOA@gmail.com.

  • According to the Wingate covenants all properties are to be used for residential purposes only. Please reference your division covenants for more information. While many residents hold business licenses or work out of a home office, no commercial activity should take place that causes a disturbance to the residential atmosphere of the neighborhood.

  • No. The all-volunteer HOA Board does not actively seek out violations of covenants or issue fines. Here in Wingate we desire to maintain a community of goodwill between neighbors. When a neighborhood disturbance or dispute arises, affected neighbors are encouraged to speak directly with supposedly offending neighbors. In most cases, an amicable agreement is achieved. If a resolution cannot be reached and the issue persists, please file a complaint with the HOA by emailing WingateHOA@gmail.com and the board will do their best to help mediate the situation. In very rare cases, legal action may need to be pursued.

    *In some cases, covenants may not be enforceable by the HOA due to updates in laws. If you have a specific question or concern, please reach out to the HOA board directly.

  • Covenants were agreed to as each phase of Wingate development was completed.

    A Consolidated Covenant was proposed in January of 2021. However, the language in the covenants reflects back to county codes. Completing the consolidation correctly would require the assistance of an attorney, and the Wingate HOA Board has decided to table this project unless and until there is a demand from the homeowners to support the project.
